Firstyly the British and Commonwealth forces surrendered at Singapore largely because of the swiftness & surprise in the attacks by the Japanese in the Malay peninsula.
Secondly the hugely stretched by the potential war in Europe & the actual war against the Axis in North Africa the British lacked the resources to defend the Far East against Japanese aggression.
But for me,brithish should not surrender or should not surrender so early,because the british had more soilder than Japan and Lieutenant-General Percival was also trying as far as possible to avoid surrendering to the Japanese, because he will lose all his power after surrender , and lose a lot of money for the british goverment because singapore was very valueable,but he had no choose he was choose to surrender at the end . there were two main reason ,firstly the Japanese actually tricked Singapore by lying that a huge troop of Japanese would come and attack Singapore the next day if the British did not surrender.The second reason was there was a shortage of food and ammunition, and the Japanese had cut off water supply from Johore.
But the Japanese actually did not have that big troop of army and their supply of necessities were depleting. If the British did not surrender, the losing side might be the Japanese instead.

Why the hill is a good location for the fort? :D
By late 1859, increased security concerns led to the hill taking on a military role with the demolition of the governor's residence, and the building of a fort with an arms store, barracks and a hospital.
